Home Finder Responsibilities

Recruits, trains and process intake for the foster care parents and follows each prospective foster parent through the certification/re-certification process and the placement of a child in their home.  The home finder will be primarily dedicated to recruiting families and properly assess their homes, abilities and dedication to helping youth.  The Home Finder will need to possess the ability to work effectively with clients, families, staff and community contacts from a variety of cultural and ethnic backgrounds.  Have knowledge of community resources and the ability to access specialized services to clients, advocate effectively for clients,  deal effectively with hostile clients and/or families and ability to be flexible and adapt to change.

Essential Job Responsibilities:

  • Recruiting families in the community to foster youth.
  • Develop and implement a foster parent recruitment plan 
  • Will conduct a comprehensive written home study with the prospective foster or adoptive parents and all household members 
  • Complete in-person interview for each parent and two (2) joint interviews.  
  • Build rapport and cooperation/service coordination with families and other community social service providers.
  • Obtains needed reports and documents as needed from external sources
  • Complete Comprehensive Home Studies which will include but not limited to describe and evaluate aspects of the home and family, complete a composition of the household and intra-family relationships, evaluate aspects of  family’s attitudes, values and level of understanding of child development, sex education and complete an overall review of the family’s history, families financials, family’s attitudes about having a foster child in the home, and about a foster child's biological parents and family;
  • An account of discipline methods discussed with the family, statement of the number, ages and gender of children desired by the foster or adoptive parents.
  • Complete an assessment of the adoptive parent’s ability and willingness to make a lifetime commitment to the adopted child, and their understanding of the legal rights of the adopted child.
  • Ensuring home study has a recommendation regarding the number, ages, and gender of children for which the home may be approved for placement and any other special conditions or circumstances that may apply.
  • Ensuring Home Study identifies the foster or adoptive parents’ strengths, attributes, abilities, weaknesses, potential problem areas, or concerns as the basis for approval.
  • Complete notifications of Home approval, denial and/or Revocation of home status.
  • Evaluate foster parents annually with complete narratives detailing ages, and lengths of stay of the children placed with the foster parents and the children’s reasons for leaving; assessment of the foster parents’ ability to implement the children’s service plans and any changes in the family's circumstances, assessment of the foster parents’ attitudes on foster care, the foster child’s biological family, and the agency; assessment of the foster parents' strengths and weaknesses and recommendation for any changes in the conditions of approval.
  • Will set up training in the community and train potential foster parents on required and ongoing trainings. 
  • Maintain case records prior to certification, after certification, and completed re-certifications
  • Coordinate foster parent recruitment, retention and recognition events (i.e. Foster Parent month, Christmas party, Foster Parent Association sponsored events, fundraisers, socials…).
  • Communicate with Case Managers on placements and matching youth and foster parents. 
  • Other duties as assigned

Specific Requirements

Qualified candidates will possess:

  • A valid West Virginia Board of Social Work Examiners license.
  • At least 2 years of work experience in the field.
  • Demonstrated assessment skills.
  • Strong written and verbal communication skills.
  • Knowledge of child welfare regulations, agency placing regulations and regulatory agencies.
  • Teaching and presentation skills.
  • Professional licensure as well as bilingual skills are preferred (Spanish).
