Benefits Manager Responsibilities

Responsible for the execution of strategy and support of systems related to the administration of all ResCare benefit programs, including health, welfare, and retirement. This position develops, recommends and executes approved, new or modified plans, policies and communications. This position develops cost control procedures to assure maximum coverage at the least possible cost to company and employee. This position manages a team of direct reports.

Essential Job Responsibilities

  • Administers all employee benefit programs, such as group health, flexible spending accounts, health saving accounts, dental, vision, accident and disability, life insurance, retirement plan benefits and wellness benefits. Serves as the day-to-day point of contact with related vendors to escalate issues, seek systemic resolution and maintain efficient working relationships.
  • Participate in benefit surveys and benchmarking exercises, researches potential benefit
    design and/or program changes and present recommendations and analysis to leadership
  • Lead the open enrollment process and the implementation and testing of new plans with internal team, carriers and enrollment vendor. 
  • Assist with merger and acquisition activity and integration of new employees into the Company’s benefit programs. 
  • Supervise and coach team members ensuring that employee benefit inquiries and complaints are resolved in a quick, equitable and courteous manner.
  • Oversee the benefit enrollment functionality and facilitate updates as needed within ADP and the online enrollment system. Collaborate with the HRIS team and enrollment vendors to update, test and implement new benefit plans and programs.
  • Oversee the necessary file interfaces between ResCare and vendors to ensure proper data reporting to support administration and compliance. Works with IT and HRIS vendor to navigate changes accurately and timely. 
  • Prepare and execute, with legal consultation, benefits documentation, such as plan documents, summary plan descriptions, plan summaries, rate sheets and other required notices.
  • Review of vendor contracts and insurance policies. Instructs insurance carriers, trustees and other administrative agencies outside the company to effect changes in benefits programs. Prepares and/or updates communication materials and other media for communicating plans to employees. Conduct departmental and employee meetings for enrollment and benefit changes. 
  • Assure company compliance with provisions of ERISA, FMLA and ACA. Supervise preparation
    of reports and applications required by law to be filed with federal and state agencies, such as IRS, DOL, insurance commissioners, and other regulatory agencies.
  • Review and analyze changes to state and federal laws pertaining to benefits, and report necessary or suggested changes to management.
  • Engage in continual process improvement activities and projects. Oversee the automation of benefit processes, and implementing innovative and strategic enhancements to our current benefits policies and programs.   
  • Oversee eligibility audits to ensure compliance with all contract requirements and regulations
  • Responsible for the Benefits SOC-1 audit controls, policies and procedures.
  • Assists in employee communication efforts with regard to all employee benefit plans.
  • Responsible for all company provided leave programs including PTO and FMLA. Ensures compliance with paid sick leave ordinances.
  • Maintains staff by recruiting, selecting, orienting, and training employees; developing personal growth opportunities.
  • Accomplishes staff job results by coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results; conducting training; implementing enforcing systems, policies, and procedures.
  • Controls expenses by gathering and submitting budget information; scheduling expenditures; monitoring variances; implementing corrective actions.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications.

Specific Requirements

  • Bachelor's Degree and 5 - 7 years of progressive benefit experience with strong leadership skills
  • Experience in the development and delivery of benefit programs. 
  • Strong attention to detail and the ability to handle multiple priorities while meeting deadlines.
  • Strong analytical skills and proficient in Microsoft Office products
  • Strong vendor management
  • Strong communication skills, verbal and written
  • Strong presentation skills
  • Ability to delegate work
  • Experience working with mergers & acquisitions
  • Knowledge of laws impacting employee benefits: ACA, FMLA, ERISA, COBRA
