Foster Adoption Regional Supervisor Responsibilities

The Regional Supervisor will be responsible for all foster/adoptive services within the region. The Regional Supervisor will have a proven track record of effective supervision, will have experience working in the DES and/or behavioral health arena, and will be an effective liaison between the Offeror and DES. The Regional Supervisor will have weekly meetings with Foster/Adopt Specialists to review caseloads and track timelines for initial contacts, orientation/training completion, licensing and certification, and successful child placement. The Regional Supervisor will designate on-call staff to ensure all referrals for foster home placement will be accepted 24 hours a day/365 days a year which are made verbally, by fax, by email or in accordance with Regional operating procedures. The Regional Supervisor will ensure crisis intervention services or access to RBHA crisis services are available 24 hours a day/365 days a year.

  • Supervise Foster/Adopt Specialists, ICPC Specialists and the Child Specific Recruiter in the performance of their duties
  • Review schedules weekly
  • Conduct employee evaluations
  • Gather, review, and submission of payroll documentation
  • Conduct periodic unannounced appearances at trainings/home visits
  • Communicates and updates Foster/Adopt Program Director on cases, staff, and contract management
  • Hold monthly meetings with staff
  • Hire and complete all paperwork regarding new hires; Monitor that employees are updated on required certifications
  • Gather and submit in an accurate and timely manner all paperwork for billing purposes by expected deadlines set by the contract and the agency
  • Coordinate or lead orientation, training, and on-going training of Foster/Adopt Specialists, ICPC Specialists and the Child Specific Recruiter
  • Administer corrective actions and employee evaluations with help of Director if necessary
  • Assign cases to Foster/Adopt Specialists
  • Serves as initial contact on all issues related to contract compliance
  • Acts as initial contact on all referrals for both foster and adoptive children needing placement
  • Is contact for families in crisis for problem solving
  • Acts as coverage in absence of staff
  • Resource for identifying specific training needs for resource families and staff.
  • Works closely with District Trainer to ensure orientation
  • Assists in securing trainers for specialized areas of training outside agency
  • Ensures Targeted Recruitment activities occur as outlined in the contract
  • Other duties as assigned

Specific Requirements

QUALIFICATIONS: THE REGIONAL SUPERVISOR MUST HAVE AT LEAST THREE YEARS OF CASEWORK EXPERIENCE IN A LICENSED FAMILY OR CHILD WELFARE AGENCY. THE REGIONAL SUPERVISOR MUST HAVE THE ABILITY TO INTERACT WITH CULTURALLY DIVERSE FAMILIES IN A SUPPORTIVE, PROFESSIONALMANNER. MINIMUM AGE REQUIREMENT IS 21 YEARS; ABILITY TO EFFECTIVELY AND PROFESSIONALLY COMMUNICATE (VERBAL AND WRITTEN) WITH ALL LEVELS OF PERSONNEL INTERNAL AND EXTERNAL TO THE COMPANY; CAPABLE OFWORKING RESPONSIBLY WITH HIGHLY CONFIDENTIAL
INFORMATION AND OF MAINTAINING COMPOSURE UNDER DURESS; ABILITY TO MULTI-TASK AND DEMONSTRATE GOOD ORGANIZATIONAL SKILLS; MUST BE ABLE TO WORK INDEPENDENTLY AS WELL AS PART OF A TEAM; MUST HAVE WORKING KNOWLEDGE OF COMPUTERS AND SOFTWARE, INCLUDING WORD, EXCEL, E-MAIL, AND OTHER USUAL AND CUSTOMARY OFFICE PROGRAMS; MUST MEET ALL AGENCY REQUIREMENTS FOR PRE-EMPLOYMENT AS REQUIRED BY RESCARE AND/OR STATE REGULATIONS. EVENING AND WEEKENDWORK HOURS MAY BE REQUIRED.

EDUCATION: BACHELOR’S DEGREE IN SOCIALWORK OR CLOSELY RELATED FIELD. SPECIALIZATION IN FOSTER CARE OR ADOPTION SERVICES PREFERRED.

Certificates, Licenses, Registrations: Valid driver’s license from state of residence with a satisfactory driving record as defined by ResCare’s vehicle policy and/or liability insurance carrier. Must have reliable, clean transportation (vehicle must be able to carry a minimum of three passengers) which has working air conditioning and valid insurance. Must pass background checks and fingerprint clearance card. Must obtain First Aid/CPR certification prior to hire.

Extensive Travel Required.
