About this Line of Business

The Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) Program provides a continuum of integrated services that evaluate the abilities and address the needs of Cash Assistance (CA) clients with medical and/or mental health condition(s) that may affect their employability. Clinical assessment processes determine clients’ functional capacity outcomes and ability to achieve the goals of wellness and employment or to apply for and receive federal disability benefits.

The WeCARE program has been successful in assisting thousands of New York City clients with clinical barriers achieve self-sufficiency. ResCare Workforce Services is a funded provider for WeCARE services through the New York City Human Resources Administration (HRA).

As a(n) Human Resources Coordinator - WeCARE you will: 

  • Reviews and processes properly prepared requests for hiring from management team members; ensures positions are budgeted and available 
  • Posts open positions pursuant to ResCare policy in company online application and candidate sourcing system and with other online sites such as Indeed.com and New York City Workforce1
  • Notifies targeted organizations about openings to solicit referrals (e.g. healthcare professionals on LinkedIn, schools and universities, professional associations) to solicit applicants
  • Uses system tools to screen applicants to position requirements, using keyword technology
  • Provides qualified candidates to management for review, coordinates selection of candidates to interview and the interviewing process
  • Provides conditional offers of employment to selected candidates, explaining the hiring process
  • Assures reference checks, background checks, drug screenings, and any other required screenings (e.g. child abuse registry checks) are completed prior to new hire start dates
  • Finalizes offers of employment and schedules start dates
  • Conducts new hire training and ensures all staff training is tracked 
  • Coordinates with subcontractor management and human resources staff for delivery of shared training
  • Ensures all RWS employees complete ResCare required annual training and RWS required training, as appropriate based on the requirements of their position
  • Tracks all employee training; researches and recommends training for employees
  • Compiles and maintains personnel files pursuant to ResCare policy
  • Ensure all employees receive timely performance evaluations and tracks evaluation completion
  • Acts as liaison between corporate human resources, WeCARE management, and employees in all human resource issues (e.g., personnel paperwork; benefits enrollment; time and attendance reporting, completion of exit surveys by terminating employees)
  • Act as liaison between employees and the ResCare payroll department to resolve any payroll issues 
  • Prepares monthly HRA-required personnel reports and submits them to the Medical/Project Director for approval and submission
  • Ensures work related injuries/illnesses are reported timely and OSHA data is recorded
  • Coordinates investigations involving personnel matters

Position Requirements

  • Bachelor’s Degree in business management, human resources, or related field; and/or equivalent combination of education and experience
  • Three years of human resources management related experience
  • Excellent organizational skills and strong attention to detail
  • Outstanding communication skills, both written and oral
  • Must communicate professionally and positively with employees and all levels of management 
  • Required knowledge of federal, state, and local labor laws and regulatory compliance requirements 
  • Ability to use various electronic systems to carry out duties and responsibilities, including human resource enterprise software, electronic timekeeping systems, and payroll processing systems
  • Bilingual or multilingual preferred

Position(s) available in Staten Island, Brooklyn, and Manhattan.
