About this Line of Business

The Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) Program provides a continuum of integrated services that evaluate the abilities and address the needs of Cash Assistance (CA) clients with medical and/or mental health condition(s) that may affect their employability. Clinical assessment processes determine clients’ functional capacity outcomes and ability to achieve the goals of wellness and employment or to apply for and receive federal disability benefits.

The WeCARE program has been successful in assisting thousands of New York City clients with clinical barriers achieve self-sufficiency. ResCare Workforce Services is a funded provider for WeCARE services through the New York City Human Resources Administration (HRA).

As a(n) Medical Director - WeCARE you will: 

  • Provides oversight of all aspects of the WeCARE program in Manhattan, Staten Island, and Brooklyn
  • Hires, manages, and trains key staff in support of program administration and operations
  • Leads the WeCARE leadership team activities, including quality assurance and performance improvement activities
  • Coordinates service delivery and performance management with subcontract leaders
  • Serves as the primary point of contact for HRA related to all contractual, operational, quality, or other related WeCARE issues
  • Interprets and communicates HRA requirements to all WeCARE team members and subcontractors
  • Ensures the WeCARE project is adequately staffed at all times and that required monthly staffing reports are completed and submitted to HRA timely
  • Ensures that all staff are adequately trained to do their positions
  • Oversees the WeCARE Quality Assurance Program; communicates quality issues internally and with subcontractors and ensures timely development and implementation of quality improvement initiatives
  • Directly manages the functional service areas of Clinical Assessment, Wellness, and SSI/SSDI; ensures services are delivered from a clinical perspective, that all activities are carried out in alignment with HRA policy, and that productivity and performance goals are exceeded
  • Ensures that program performance across all program activities is on target with program and contractual goals and that all HRA-required reports are prepared, reviewed, verified, and submitted timely
  • Ensures all functional areas of program operations have standard operating procedures in place that comply with contractual and HRA policy standards, and are being followed at all times
  • Ensures contract compliance with all provisions, as well as federal, state, and New York City mandates 
  • Negotiates and reviews contracts; monitors the need for, requests, and completes contract modifications as required
  • Ensures WeCARE facilitates meet and continue to meet all HRA and New York City requirements; meet ADA standards, provide a safe and sanitary environment for staff and customers
  • Serves as liaison with other human service agencies that support WeCARE customers and RWS and its subcontractors
  • Works with the Regional Director to connect the WeCARE project to all ResCare and RWS corporate resources
  • Responsible for managing the WeCARE budget to ensure expenses align with approved categories and are properly documented and that investments to serve customers are made timely

Position Requirements

  • Master’s Degree or higher in healthcare, vocational rehabilitation, psychology, social work, or occupational rehabilitation from an accredited university 
  • Ten years of management in a healthcare, social work, or rehabilitation setting, at least five of which will be as a senior director, chief operating office, or executive director
  • Five years of experience in healthcare and/or vocational rehabilitation, including conduct of effective clinical assessments
  • Five years’ experience in managing budgets in excess of $10 million annually
  • Five years managing an operation of at least 75 employees
  • Familiarity with SSI/SSDI Listings of Impairments, Evaluation Criteria and application process
  • Experience developing and managing subcontract agreements and relationships
  • Experience in managing programs funded by and working with governmental agencies
  • Experience in using comprehensive data systems to manage programmatic operations and performance
  • Experience with the TANF program and populations preferred
