About this Line of Business

The Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) Program provides a continuum of integrated services that evaluate the abilities and address the needs of Cash Assistance (CA) clients with medical and/or mental health condition(s) that may affect their employability. Clinical assessment processes determine clients’ functional capacity outcomes and ability to achieve the goals of wellness and employment or to apply for and receive federal disability benefits.

The WeCARE program has been successful in assisting thousands of New York City clients with clinical barriers achieve self-sufficiency. ResCare Workforce Services is a funded provider for WeCARE services through the New York City Human Resources Administration (HRA).

As a(n) Project Accountant - WeCARE you will: 

  • Performs monthly close process for WeCARE to include revenue and expense entries and review of the project’s balance sheet
  • Prepares bank reconciliations and case equivalent reconciliations, if applicable
  • Monitors activities to ensure HRA and RWS accounting policies, procedures, and plans are followed
  • Develops, prepares, and supports annual budgets
  • Provides budget to expenditure analysis on an ongoing basis, including forecasting of fund availability and needs
  • Ensures that procedures and policies are in place to facilitate effective and efficient financial reporting compliant with HRA/New York City and corporate policies
  • Oversees the project’s fiscal operations to meet project deadlines for timely and accurate reporting of financial information
  • Develop and maintain reporting mechanisms to assist with tracking expenditures and obligations by line item
  • Analyzes corporate financial information as it relates to project revenues, expenditures, and balance sheets
  • Accounts for project expenditures to ensure compliance with applicable regulations and program requirements; prepares and submits WeCARE invoices in alignment with contract requirements and HRA guidance
  • Communicates with HRA as required regarding budgets, billings, financial reviews, and other financial related matters
  • Assists internal and state monitors during financial review of program expenditures, and prepares responses to monitoring reports
  • Supervises the accounting and human resources support staff; ensures they are properly trained and managed to carry out their responsibilities
  • Serves as a member of the WeCARE leadership team to provide expertise in financial and human resources matters
  • Analyzes and advises on any changes in funding regulations, corporate policies, local operating procedures, and HRA policies related to accounting
  • Prepares financial reports for use by the WeCARE leadership team to monitor financial performance and plan for future needs
  • Ensures that all human resources functions are carried out in alignment with company and HRA requirements; includes posting positions timely and accurately, screening candidates, coordinating interview processes, conducting background checks, new employee onboarding
  • Ensures all required team training is timely completed and tracked and that optional training is also tracked for quality and continusous improvement
  • Ensures personnel files are compiled and maintained pursuant to ResCare policy
  • Ensures all employees receive timely evaluations and performance feedback
  • Oversees, manages, and reports on all human relations related issues such as: personnel paperwork flow and ensuring proper authorizations are obtained; assisting with benefits enrollment; processing of payroll; ensuring departing employees complete exit documents 
  • Ensure work related injuries/illnesses are reported timely and OSHA data is recorded
  • Assists with investigations involving personnel matters

Position Requirements

  • Bachelor’s Degree or higher in business, accounting, finance, or related field
  • Excellent organizational skills and strong attention to detail
  • Three to five years’ experience in business or accounting with expertise in using financial and human resource management technology
  • Five years of supervisory experience
  • Must have demonstrated knowledge of Generally Accepted Accounting Principles (GAAP), be able to interpret balance sheets and profit/loss reports, and write and implement financial management policies and procedures
  • Experience in accounting for public funds; knowledge of and ability to interpret/follow OMB Circulars 
  • Must have excellent communication and interpersonal skills and the ability to work across all levels of management and staff
