About this Line of Business

The Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) Program provides a continuum of integrated services that evaluate the abilities and address the needs of Cash Assistance (CA) clients with medical and/or mental health condition(s) that may affect their employability. Clinical assessment processes determine clients’ functional capacity outcomes and ability to achieve the goals of wellness and employment or to apply for and receive federal disability benefits.

The WeCARE program has been successful in assisting thousands of New York City clients with clinical barriers achieve self-sufficiency. ResCare Workforce Services is a funded provider for WeCARE services through the New York City Human Resources Administration (HRA).

As a(n) Quality Assurance Specialist you will: 

  • Conducts surveillance of assigned service track activities using statistical sampling, audit, and observation techniques to evaluate compliance with policies and procedures and adherence to contract requirements. Responsibilities may vary based on area of assignment
  • For the SSI/SSDI service track:
    • Conducts surveillance of SSI/SSDI service track activities and use statistical sampling, audit, and observation techniques to evaluate compliance with policies and procedures and adherence to contract requirements
    • Implements a continuous quality improvement process through the continuing review of SSI/SSDI operations and administrative systems
    • Records, compiles, and analyzes performance and compliance information to ensure quality
    • Reviews SSI/SSDI operational procedures and processes; make recommendations for improvement
    • Evaluates internal reports related to the SSI/SSDI processes and outcomes and provide all required monitoring documents to the manager for approval and, as required, submission 
    • Develops and implements continuous quality improvement processes for SSI/SSDI services
    • Develops and implements corrective action plans, as needed
    • Reviews customer survey data and provides to SSI/SSDI management with recommendations for improvement, if needed
    • Communicates effectively with program management using good judgment and diplomacy
    • Documents that SSI/SSDI staff are performing timely and accurate care management and related documentation in all required systems
    • Provides monitoring reports to manger and keep management informed as to the status of program quality matters, including performance and corrective action plans
  • For the Clinical Assessment service area:
    • Conducts surveillance of clinical assessment activities and use statistical sampling, audit, and observation techniques to evaluate compliance with policies and procedures and adherence to contract requirements
    • Implements a continuous quality improvement process through the continuing review of clinical assessment activities and administrative systems
    • Records, compiles, and analyzes performance and compliance information to ensure quality
    • Reviews clinical assessment operational procedures and processes; makes recommendations for improvement
    • Evaluates internal reports related to clinical assessment processes and outcomes and provide all required monitoring documents to the manager for approval and, as required, submission

Position Requirements

  • Bachelor’s Degree or higher in social services or a related field such a psychology, vocational rehabilitation, or occupational rehabilitation
  • Four years direct customer service experience in a clinical or social service environment
  • Experience in conducting quality assurance activities preferred
  • Experience in a fast-paced, team environment that is performance driven
  • Exceptional customer service and engagement skills; prefer training or experience in motivational interviewing and care management techniques
  • Excellent organizational skills and strong attention to detail
  • Experience with publicly-funded programs; TANF experience preferable
  • Experience in assessing the need for and making reasonable accommodations for customers 
  • Knowledge of laws and regulatory requirements related to program responsibilities 
  • Ability to use various electronic systems to carry out duties and responsibilities
  • Bilingual or multilingual preferred
