Quality Programs Innovation Manager Responsibilities

The Program Solutions & Quality Manager will apply programmatic knowledge and expertise to the development and improvement of quality systems to enhance ResCare’s competitiveness in targeted areas.  The manager will support innovation in program quality through the application of technology, analysis of data, identification of key metrics, and recommendations for system change on the local and corporate level that will enhance program service quality, resulting in improved competitiveness.

Essential Job Responsibilities:

  • Support the development and delivery of the department’s monthly “Quality Campaign” training sessions by managing the technical aspects of the multi-media platforms and software used to deliver training content to the field.
  • Provide technical assistance in the management of signature programs such as You’re Safe – I’m Safe, the Behavior Support Certification program, and any new curricula/programs identified as similarly important.  
  • Support the national Day Services Workgroup by translating their ideas into materials, modules, manuals, and toolkits ready for use by local programs.  
  • Enhance the use of person-centered planning processes through the development of materials, modules, manuals and toolkits ready for use by local programs.  
  • Provide technical assistance and practical support to the department’s communities of practice, ensuring that best practices can be shared across the company using the most effective and efficient modalities.
  • Collaborate with other QA team members to improve the company’s system for reporting and analyzing critical incidents, resulting in system changes that address incident root causes thereby reducing adverse outcomes experience by consumers of services.
  • Remain highly informed in assigned areas to ensure company compliance with regulatory requirements, developing approaches to effectively and efficiently impart this information to local operations.
  • Provide technical assistance to the Director and other team members in the development of materials/media for use in conference presentations, company promotional events, meetings, preparation of proposals and oral presentations aimed at increasing company market share.
  • Remain grounded in program day-to-day operations by providing QA support to assigned agencies (conducting regular site reviews/program evaluations, provide technical assistance/training, ensure standardized procedures are followed, provide subject matter expertise re: assigned states’ rules/regulations, etc.).
  • Support the development and implementation of company-wide quality-related projects and initiatives.
  • Provide data, information, training materials, and other needed supports to assist Clinical Quality team members with due diligence activities completed by the Clinical Quality team re: potential acquisition targets through their integration into the company.  
  • Assume additional responsibilities and duties as assigned.

Specific Requirements

Education, Experience and Certification (Position Requirements 3-5 recommended)

  • Bachelor’s degree in education, human services, public administration, business or related field; outstanding writing and speaking skills. 
  • Experience developing systems for data management and analysis. 
  • Ability to communicate technical and theoretical information to a broad audience. 
  • Knowledge of assigned programmatic requirements as they relate to local operations and service delivery. 
  • Computer/multi-media skills necessary to support the development of training materials and delivery via internet-based platforms. 
  • Ability to lead group planning and training activities for extended periods. 
  • Willingness and flexibility to travel via car, plan or other appropriate mode of transportation with limited notice (anticipate 30% travel with surges and lulls dependent on business seasonal ebbs and flows).  

Knowledge, Skills and Abilities (Desirables – 3 recommended)

  • Intermediate+ computer skills with Microsoft office products. 
  • Proficiency with databases such as Access and Quickbase. 
  • Demonstrated ability to develop tools and processes that enhance quality team reviews and program evaluations. 
  • Understanding of the complex funding streams and regulatory environments in which ResCare operates. 
  • Ability to collaborate with other QA team members to translate best practices and service delivery standards/methods into action on the local level to improve company competitiveness.
