Telecommunications Manager Responsibilities

Reporting directly to the VP of User Services, the Telecommunications Manager is responsible for all landline and wireless telecommunications services and hardware for the entire company. This position provides management support of ResCare’s Telecommunications team. The incumbent also serves as lead working with vendors to negotiate new telecommunication contracts as well as issues regarding ordering, shipment, and delivery of products and services. The Telecommunications Manager works with ResCare’s Accounts Payable department, and in some cases third party vendors, to ensure timely payment of services. They also oversee the review of telecommunications services to find opportunities for cost savings.

Essential Job Responsibilities:

  • Provides management support of ResCare’s Telecommunications team to include coaching, mentoring, performance reviews, and creation and review of Key Performance Indicators.
  • Partners with ResCare’s Operational Leadership to determine technology needs and policies that will help run ResCare’s business.
  • Participates in the overall strategic plan of ResCare’s voice services. Identifies and recommends opportunities to improve and enhance voice services to our customers.
  • Fosters good working relationships with telecommunication vendors.
  • Leads the negotiation of telecommunication contracts and RFP’s following FARS standards.
  • Ensures timely payment of services by partnering with ResCare’s Accounts Payable department.
  • Supports telephone desk sets and voice mail boxes at corporate office.
  • Procures and coordinates maintenance of telephone systems at remote locations.
  • Responsible for the Mobile Data Management server and the connections between ResCare mobility email servers and company owned smart phones.
  • Manages the service and support of add, move, disconnect, and change requests for:
    •Cellular devices and services which includes all company owned devices with mobile voice or data plan
    •Conference calling
    •Local phone service
    •Long distance service
  • Works with ResCare’s Development department to acquire services associated with purchase of other companies.
  • Maintains and manages the mass text messaging service.
  • Maintains all records associated with change requests.
  • Leads exploration for methods to reduce overall telecommunications costs.
  • Identified and recommends opportunities to improve and enhance voice services to our customers.
  • Participates in Corporate-sponsored projects.
  • Adheres to Key Performance Indicators as determined by ResCare management.
  • Keeps current regarding new trends and emerging technologies.
  • Other duties as assigned.

Specific Requirements

Education, Experience and Certification

  • Associate’s degree is required.
  • Bachelor’s degree or equivalent years of experience preferred.
  • Minimum of 7 years experience in telecommunication sales or consulting required.
  • 2-3 years in a management role is desired.
  • Basic IT knowledge preferred.
  • Proficiency experience with Microsoft Suite, specifically Excel, required.
  • Experience with FootPrints Ticketing System and Global Smart Messaging Suite preferred.
