About this Line of Business

The Wellness, Comprehensive Assessment, Rehabilitation and Employment (WeCARE) Program provides a continuum of integrated services that evaluate the abilities and address the needs of Cash Assistance (CA) clients with medical and/or mental health condition(s) that may affect their employability. Clinical assessment processes determine clients’ functional capacity outcomes and ability to achieve the goals of wellness and employment or to apply for and receive federal disability benefits.

The WeCARE program has been successful in assisting thousands of New York City clients with clinical barriers achieve self-sufficiency. ResCare Workforce Services is a funded provider for WeCARE services through the New York City Human Resources Administration (HRA).

As a(n) VRS Fast Track Job Developer Lead - WeCARE you will: 

  • Coordinates resources to optimize employment opportunities and vocational rehabiliation services available for customers
  • Supervises the vocational rehabiliation services fast track unit, providing guidance and evaluation for staff to exceed performance expectations
  • Conducts employer outreach and coordinates employer outreach activities of the unit
  • Understands and incorporates accomodations into employer communications to maximize customer employment opportunities 
  • Develops innovative plans and activities that build relationships with employers, community groups, faith-based organizations, non-profits, and government agencies
  • Participates actively in chambers of commerce, economic development organizations, and other community groups serving employers
  • Coordinates fast track unit services and customer service coordination with EDSI vocational rehabiliation services supervisors  
  • Enlists cooperation of community and business leaders to help increase awareness of WeCARE program and services 
  • Maintain follow-up contact with employers to determine satisfaction with services and plan for quality improvement
  • Assigns staff goals related to fast track employment, monitors progress against goals 
  • Tracks and reports on unit productivity; develops and implements improvement plans as needed

Position Requirements

  • Master’s Degree in social services or a related field such as psychology, vocational rehabilitation, or occupational rehabilitation from an accredited university required
  • Four years of management and supervision experience 
  • Three years of case management experience 
  • Experience in working with programs that assist customers gain employment
  • Experience in a performance-driven environment and ability to use data analytics to report on and improve processes and outcomes
  • Education and/or experience in setting that use motivational interviewing and care management models to improve customer outcomes
  • Excellent team management and coaching skills using process and data analysis, and continuous improvement activities 
  • Experience with publicly-funded programs preferable
  • Understand how to determine the need for and make reasonable accommodations for customers 
  • Required knowledge of federal, state, and local laws and regulatory compliance requirements related to program responsibilities 
  • Ability to use various electronic systems to carry out duties and responsibilities
  • Bilingual or multilingual preferred
