As a(n) Youth Manager you will: 

  • Manages a caseload of customers, providing services to one or more of the following customer groups: WIOA Youth, the universal population and other special program populations as required.  
  • Present and facilitate group job readiness, life skills, or job search training agenda
  • Conduct group orientation for participants and provide a positive introduction to the job search and readiness program
  • Ensure all participants achieve the critical competencies taught in the workshop
  • Assess competencies using activities and audio-visual equipment
  • Ensure workshop rooms and common areas remain uncluttered and professional in appearance
  • Identify participant challenges to finding employment and prompt them to find solutions
  • Complete paperwork to document participant activity and progress
  • Conduct regular on going individual meetings with participants for job search, education, job retention and/or job readiness
  • Complete an individualized orientation to component services
  • Identify participant challenges and prompt them to find solutions
  • Maintain information about area resources and employers
  • Ensure participant accountability
  • Meet with participants to conduct one-on-one interviews; assesses job search plans; discusses obstacles to obtaining employment; and monitors daily activities
  • Arrange for employers to speak to participants about employment and employer expectations
  • Track and maintain employment retention goals
  • Provide government agencies with prompt notification that a participant has lost or reduced hours of employment
  • Maintain scheduled, periodic contact with participants in a variety of locations to assess job retention/advancement issues
  • Provide information to participants on available training and/or jobs that will lead to advancement
  • Send out correspondence to schedule appointments, requests employment verification, and acquires pay stubs when applicable
  • Assume central responsibility for participants achieving self-sufficiency by monitoring progress throughout the program cycle, beginning with referral and continuing through retention and advancement efforts
  • Prepare, organize and maintain participant files reflecting the entire history of a program participant
  • Maintain case files in an audit-ready state and maintain log of supportive services issued
  • Maintain accurate, updated information in the participant database
  • Submit internal and customer reports as required and process incoming mail and referrals
  • Prepare summary documents for and attends appeal hearings when necessary

Skills and Abilities:

  • Must be able to interact cordially and productively with a variety of people.
  • Must be able to market JOB1 Business and Career Solutions Center and explain the mission to the general public.
  • Must establish and maintain effective working relationships with, and among, all personnel.
  • Must support the mission of ResCare Workforce Services.
  • Excellent written and verbal communication skills.    
  • Must be able to work occasionally long or extended hours, including weekends.
  • Must be able to function in a hectic work environment with occasional periods of high stress.
  • Must maintain the confidentiality of all information housed in the division.

Position Requirements

  • B.S. /B.A. in social services or related field, a minimum two (2) years working with targeted population required.  Experience may be substituted for formal education.
  • Case Management /Career Development experience preferred
  • Must pass State criminal background check and drug screen.
  • Must be able to pass DMV check and be insurable through the Company’s automotive liability carrier.  Must provide own transportation and maintain proper vehicle registration, vehicle inspection and insurance.

Working Conditions:

  • Must be able to tolerate frequent periods of high stress, heavy workload and multiple priorities.
  • Must be able to hear, see and communicate effectively with participants.

Marginal Duties:

  • Other work-related duties as assigned.
